Java Learning Center (JAVLEC) is initiated by Komunitas Pendukung Penyelamatan Hutan Jawa (KPPHJ - Supporting Group for Saving Java’s Forest), a network of non government organizations (NGO) which concern on supporting CBFM development in Java. They are:

3. Gita Pertiwi – Surakarta (Central Java)
4. Shorea Foundation – Yogyakarta
5. ARUPA – Yogyakarta
6. YBL Masta – Magelang (Central Java)
7. POKLAN – Bandung (West Java)
In collaboration with other stakeholder, these NGOs have worked actively in achieving their vision and mission since 1999. Some activities which had been run between 1999 to 2005 are :

Initiating a meeting between forest villagers and other stakeholder in a cooperation with some other organizations which was named as KPH Jawa in Malang in 2000 |

Working together with State Forest Corporation (Perum Perhutani) in facilitating workshop to intiate Joint Forest Management at PUSDIK Perhutani Madiun on February 2000 |

Initiating Forum Hutan Jawa (Java Forestry Forum), a communication forum among non govermental organization, local goverment, forest villagers, State Forest Corporation (Perum Perhutani) in order to improve Community Based Forest Management |

Initiating Pokja Jawa, a task force of Forum Komunikasi Kehutanan Masyarakat (FKKM) in order to save Java’s Forest (2000 – 2002) |

Working together with MFP – DFID, as task force of FKKM in Java, this group facilitated meeting of Local Parliaments in Java and Madura (February 2001) in order to improve their awareness of the condition of Java’s forest. The meeting was documented in a book entitled: Hutan Jawa Menjemput Ajal, Akankah Otonomi Menjadi Solusi ? (Java’s Forest is Facing Death, will the Autonomy Become Solution ?) |

Facilitating Multi-stakeholder Dialogue: The Chance of Community Forestry in sustainability forest management in Java (February 2002) in cooperation with State Forest Corporation (Perhutani). Participants of this dialogue were State Forest Corporation (Perhutani), forest villagers, Local Government, and NGOs from 10 districts in Java. |

In the period of 2002 – 2004, working group in Java (Banten, Gunungkidul, Boyolali, Wonosobo, Madiun, Banyumas, Dieng and Malang) was supporting each other in facilitating trainings, multi-stakeholder dialogues, workshops and field study. |
It is different with KPPHJ, Java Learning Center (JAVLEC) is developed as a network based on individual commitment. Nowadays, JAVLEC has 16 members, and it is open for stakeholders, such as NGO, community organization, university, company, and government. JAVLEC is designed to be a resource center in Java.

Strategy
In order to achieve the mission, JAVLEC has developed some programs to provide facilitations for stakeholder. Strategies and facilitations which will be developed by JAVLEC are

Base on the vision and mission, JAVLEC wil not only concern on the issue of forestry, but also in some others relate with developing democracy and civil society in Indonesia. Good forestry governance is the issu ethat currently JAVLEC deal with. Through those issues JAVLEC already played some important roles on developing and improving Community Forestry scheme in some places. In Yogyakarta, JAVLEC in cooperation with FKKM and government in province level, was initiating and developing the task force of HKM (Hutan Kemasyarakatan) due to secure the access right of community to the forest, esspecially in Gunungkidul and Kulonprogo. The taskforce now had been working together with some othes civil society element in Yogyakarta to give technical assistance to the community who involve in HKM Program. The task force had been also runing some dialog series, with the main issue: how to help community generating income from the forest surrounding them.
In grass root level, JAVLEC have also some agendas that currently are still runing. It’s called Share Learning Program. Through this program JAVLEC had been facilitating the community, especially they are who have strong relationship with the forest, to develop their own lesson learned about community forestry they have done, as well as to share their experiences of managing forest to the others. It is considered a very important step to improve their ability and capacity in forestry field. It is also a strategic approach to promote the issues of Community Base Forest Management to the decission makers, especially government.
There are approximately 150 forest villager (mostly from Java) who have involved in this program. There are at least 15 best practices of Commnuity Base Forest Management in Java organised by JAVLEC to become share learning site. There are many stakeholders, such as Perhutani (State Forest Company), forestry agency in district and province level, local government and paeliament, as well as departement of forestry, which had been joining into this program. Shortly, through Share Learning Program, JAVLEC had tried to facilitate, support, and develope a strong and powerful community network – an important element to develope Community Base Forest Management.
JAVLEC had also been runing the program of developing information center on Java forestry. Through this program JAVLEC had been colecting and distributing information relate with forestry and community to many stakeholder who have interest on the issue of good forestry governance. And due to achieve broad base constituency JAVLEC had been developing a network with local and national press. Sistimatically, this programs are being design to promote the idea of : “put people first and forest sustainability will follow”.
